Public questions why suspect was allowed on the streets. On today's Deal of the Day, Cam Edwards reports that a degree of public outrage has followed the shooting of a 5-year-old girl by Lamont Davis, 17, of Baltimore, Maryland. Davis had appeared before a juvenile court one day previous to the incident and was sent home with an ankle bracelet monitor, which he promptly cut off. Baltimore Mayor Sheila Dixon (D) responded to media inquiries by publicly asking Juvenile Services Secretary Donald DeVore to explain the judicial procedure in a case like that of Davis, but DeVore declined to answer.
