While non-government organizations (NGOs) are at the bottom of the foodchain in general at the United Nations, they still have a voice in the proceedings-or they are supposed to. However, while anti-gun advocates got more than their day before the U.N. Arms Trade Treaty preparatory committee, pro-gun NGOs were allowed only one representative (one for all pro-gun NGOs as a whole), and his time to speak was limited to only a couple of minutes.
