In recent months the Texas Department of Public Safety (DPS) has experienced backlogs in concealed handgun license (CHL) applications for up to 10,000 or more prospective concealed-carry holders. Changing all that in record time is the new DPS online CHL application that includes almost all applicant paperwork and saves the time of re-entering data into the system. NRA Board Member Charles Cotton of the Texas State Rifle Association discusses the new streamlined system that he says will mark the biggest change in gun permit processing since 1995.
