Law enforcement officials in Wilmington, Delaware have a plan to provide incentives for repeat offenders who reform and stricter penalties for those who continue in their criminal ways. Editor-in-chief of Frank Borelli tells Cam Edwards that this kind of "targeted enforcement" campaign can be effective in reducing crime rates. Borelli explains that the majority of violent crimes are committed by a small number of repeat offenders, and police need civilian cooperation in order to put these criminals away. He also reminds viewers that next week is National Police Week, a good time to show gratitude to the men and women who work to keep us safe.
