Stearns is the sponsor of the bill in the House, and Senator John Thune of South Dakota is sponsoring the companion bill in the Senate. Stearns says right-to-carry is a Constitutional right based on Supreme Court decisions like the Heller case, and states should recognize other states' permits similar to the way drivers' licenses are treated. However, the measure also allows states to customize their carry policies individually.
