Though the Puerto Rican government is proposing a bill that they claim will bring gun laws in the country toward consistency with recent U.S. Supreme Court rulings, citizens who have been fighting for these changes say the proposal actually sets up a gun and ammunition registry, increases the cost of ammunition and limits the number of firearms a person can own.
