Borelli says that while police take minutes to respond to an emergency call, a gunfight lasts seconds, meaning that individuals bear the ultimate responsibility for their own safety. He discusses the use of public funding in gun control programs by Chicago Mayor Richard Daley and questions why this money could not be directed toward the city's struggling public safety programs instead.
