Five ordinances passed by anti-gun Mayor Michael Nutter in 2008 to "clean up" the rampant violent crime in the city are still neither enforceable nor effective. Philadelphia Attorney Jon Mirowitz tells Cam Edwards that the District Attorney won't even prosecute on these laws because they violate state preemption, and Mirowitz is contributing to the effort of getting them repealed. Conviction rate for armed criminals in the city is at about 20%, 1 in 10 criminals charged with assault will be convicted and only 2 in 10 armed robbers will be convicted. There are also 47,000 fugitives on the streets. The problem is evidently not with legal gun owners.
