New legislation in Pennsylvania would prevent citizens who were denied concealed carry licenses in PA from applying for permits in states like Florida, Utah and New Hampshire where out-of-state residents can receive licenses by mail even if they were turned down in their home states. Cam Edwards speaks with Kim Stolfer of Firearm Owners Against Crime about the situation. Stolfer explains that Philadelphia, for example, is not complying with state law and is responsible for 40 percent of permit denials in Pennsylvania due to the abuse of the "character and reputation" clause in the state constitution.
