Court uses licensing case to rule on Second Amendment incorporation. Cam Edwards speaks with Evan Nappen, New Hampshire and New Jersey firearms attorney, about the recent decision penned by New Jersey Appellate Division Judge Stephen Skillman on behalf of a unanimous 3-judge panel stating that the Heller decision "has no impact upon the constitutionality of" the state law. Nappen says the case was about licensing, but the 18-page decision somehow stretched all the way toward the incorporation issue.
