Cam Edwards speaks with North Carolina State Sen. Doug Berger about the Second Amendment rights of NC citizens during the recently declared State of Emergency for Hurricane Earl. Sen. Berger says that the law does need to be "fixed" because the general statute for a State of Emergency does prohibit any citizen, even those with permits, from legally carrying arms during a declared State of Emergency. However, in this instance, the governor has specifically made the declaration under a different statute and spoken with sheriff's departments to ensure that Second Amendment rights are not infringed at this time.
