Speaking at the University of Texas at El Paso today, Homeland Security Secretary Janet Napolitano said "violent crime in border communities has remained flat or fallen in the past decade." Napolitano also had a warning for the drug cartels, to not even think about bringing their violence and tactics across the border because "[they] will be met by an overwhelming response." However, Pinal County, Arizona Sheriff Paul Babeu explains to Ginny Simone that this is a hollow threat.
