NRA Senior Training Counselor Joel E. Fulton, who serves as president of the Southside Sportsman Club and Freedom Firearms in Battle Creek, Michigan, talks to Cam Edwards about State House Bill 5474, which would clarify campus firearm policy. Fulton explains that the bill would not affect the prohibition of guns in classrooms but would enforce state pre-emption law by removing the blanket designation of college campuses as gun-free zones. The bill is designed to protect people driving through campuses and to allow university staff to keep firearms inside their locked vehicles. Fulton says that although HB 5474 is a moderate measure, it is encountering tough opposition from campus police chiefs.
