U.S. District Judge Benson Everett Legg has ruled that Maryland residents do not have to provide a "good and substantial reason" to legally carry a handgun, declaring Maryland law unconstitutional. Michael Krauss, Professor of Law at George Mason University, joins Cam Edwards to discuss the ruling and the appeal that the state is likely to make: that the Second Amendment applies only to the home. Krauss says the appeal is likely to fail since a state's "discretion" does not overrule the Second Amendment. Originally aired 3/7/2012.
