In a predictable knee-jerk reaction to the Tucson atrocity, U.S. Rep. Carolyn McCarthy put forth a bill designed to ban so-called "high-capacity" magazines. Attorney Evan Nappen, the General Counsel for Pro-Gun New Hampshire, discusses his article on this ban. He notes that the ban would create a slew of consequences that are not readily apparent - one of which is, because no provisions exist for lawful transfer or new possession by inheritance, "it would turn widows and heirs into instant felons."
