In 1905, the Kansas State Supreme Court interpreted Section 4 of the state constitution to mean that the right to keep and bear arms only applied to a collective right and specifically said that, "no individual right exists." On election day, November 2010, a ballot initiative for Kansas citizens will ask voters to correct this wording and secure the individual right to keep and bear arms in the state.
