Robbins says that the number of hunters is on the decline-namely because it has become too difficult for the average person to find a place to hunt, and sometimes even to own a gun. He also tells Simone about a particular measure that could pose problems for hunters in which travel management plans will be made to curb off-road use on federal lands.
