In Washington, D.C. where gun store laws were so stringent that the only Federally Licensed Firearms Dealer's shop went under, Council Member Phil Mendelson is planning to offer an emergency bill that would allow the District to serve as a firearms dealer for the purpose of transferring guns to residents and to avoid lawsuits. In Chicago, Mayor Rahm Emanuel is also trying to push through a preemptive bill to allow extremely limited gun range laws so that they, too, can avoid lawsuits.
