Greene's property is zoned agricultural/forestry, but he has lived on or adjacent to this property nearly all his life. A December 29, 2008, letter from the Hamblen County Planning Commission issued a cease-and-desist order prohibiting Mr. Green from operating the shooting range on his property. Subsequently, he received no relief from the county zoning authorities.
