Cam Edwards speaks with NRA Deputy General Counsel Stefan Tahmassebi about a recent U.S. District Court decision declaring a Maryland gun permit requirement to be unconstitutional. The law stated that residents of the state show a "good and substantial reason" to carry a handgun before a license was administered, essentially preventing anyone from obtaining a permit since assignment was at the discretion of local officials with no definite parameters.
