The Wisconsin Department of Justice has implemented a minimum 4-hour training requirement on prospective right-to-carry holders as well as new requirements for firearms instructors to qualify in the state. Gov. Scott Walker has reluctantly accepted these "emergency rules," thought lawmakers plan to ultimately challenge them. Cam Edwards speaks with Brent Gardner, NRA-ILA State Liaison, who says these issues were debated on the floor and in the committee but struck down, and there is specific language in the statute mean to prevent the Wisconsin DOJ from changing the rules this way.
