U.S Representative Mike Kelly of Pennsylvania introduced an amendment to the National Defense Authorization Act for Fiscal Year 2017, a reconciliation bill with the Senate to fully fund the U.S. Armed Forces. His amendment strictly prohibits funding for the Department of Defense for implementation of the U.N. Arms Trade Treaty. President Obama instructed Secretary of State John Kerry to sign the Second Amendment-infringing treaty, but it has not been ratified by the Senate. The bill passed 375-34 in a bipartisan vote.
