Last week, the second meeting of government experts took place for the U.N.'s Programme of Action to Prevent, Combat, and Eradicate the Illicit Trade in Small Arms and Light Weapons in All Its Aspect. Ted Bromund, senior research fellow at The Heritage Foundation, attended the Programme of Action meeting. He describes the U.S. delegation as mostly playing defense, but in general performing well. The largest issue, he says, is that the group confuses gun ownership with international arms trafficking. He points out that it is both untrue, and violates the Second Amendment.
