At the urging of Mayor Frank Jackson, the Cleveland City Council has passed a measure requiring that private transfers of firearms be performed by an FFL or be reported to police. Additional provisions require that lost or stolen firearms be reported, and create a "gun offender" registry. NRA Board Member Sean Maloney of Buckeye Firearms Association discusses the local gun control ordinance that violates state firearms preemption law, and will never reduce violent crime.
