The State Department is implementing a 2012 rule that will significantly affect hunters traveling abroad. The International Trafficking in Arms Regulations have long exempted Americans from permit requirements when temporarily taking up to three non-automatic firearms, and up to 1,000 rounds of ammunition out of the country for personal use. Form 4457 will no longer be accepted for firearms, and electronic declarations will be required.
