When cities in Pennsylvania considered passing new gun control ordinances that violated state firearms preemption law in 2009, a representative from the gun control group the National Coalition of Mayors is reported to made an offer of pro bono legal coverage by the Brady Campaign in the event of litigation. Further offers are reported to have been made to other cities by CeaseFire PA on behalf of the Brady Campaign. As litigation ensues, the Brady Campaign says that the persons making the offer did not speak on its behalf.
