The New York Post reports that 80 percent of NYPD officers that have retrained following the death of Eric Garner have called it a "waste of time." Former NYPD officer John Cardillo discusses the $35 million program that has involved more than 4000 officers. He says the key problem is the lack of tactical simulation training that was expected as a part of the program. Instead, they were lectured in a classroom environment.
