Oral arguments have been heard in the Fourth Circuit Court of Appeals in Richmond, challenging the constitutionality of Maryland's ban on semi-automatic rifles and magazines holding more than 15 rounds. Attorney Dave Kopel, research director of the Independence Institute, discusses the appeal of the ban on the commonly used firearms and magazines.
