In North Carolina, omnibus gun bill HB 562 has been delayed. The 17-section bill would reorganize and improve the state's permit system, phasing out background checks and issuing authority by county sheriffs in favor of a statewide system. Bob Owens, editor of Bearing Arms, says that elected officials do not want to lose the local authority granted them under the Jim Crow era laws. Further, he talks about proposed changes in State Department regulations that could require that online blogs, videos, and web forums examining new technical aspects of firearms be subject to prior review before posting.
