Prior district court decisions in California have cited the reason behind denying citizens right-to-carry permits as the fact that open carry was legal in the state, thereby satisfying the right to self-defense. However, open carry was recently abolished, and ironically for the anti-gunners who fought that law, the abolishment has opened the state to the possibility of concealed-carry reform.
