"It seemed that it was completely foreseeable that we would have this result," says David Rittgers of the CATO Institute. Rittgers questions whether the Bureau of Alcohol, Tobacco, Firearms and Explosives (BATFE) created its own crisis by launching the "Fast & Furious" operation, where the BATFE knowingly allowed weapons to cross the border.
