While the private sector has gone paperless over the last decade, Less Government's Seton Motley says the government has forced some sectors to continue to comply with federal regulation by paper. The SEC recently began the rulemaking process to allow for paperless mutual fund reporting. The paper lobby went to Congress and stopped it. It would have saved two million trees a year, but the paper industry would sell that much less paper.
