Baltimore is still on track for a record-breaking year for murders and other violent crime. While Mayor Catherine Pugh has taken some tentative steps towards addressing the problem, Governor Larry Hogan said he wasn't even sure there was a plan. Hot Air editor Jazz Shaw says there's no shame in asking for help and working in good faith with the governor. Any progress being made now is on the community level.
